Mazatlan - A Real Estate and Family Destination - Part I
Interview with Architect Héctor Pastor Cruz González

After several years I was able to visit again the beautiful port of Mazatlan last April; this time to discover that, while the real estate development is impressing, mazatlecos (as the locals call themselves) are committed and working to maintain the essence that gave origin to their city.Mazatlan´s historic splendor is resurging while the port is entering a new stage that makes it stand out as a world-class tourism and real estate destination.

Impulsa Inmuebles In this regard, the residential offers prestigious developers have launched are quite varied and attractive, most aimed mainly at attracting the attention and investment of Baby Boomers from the United States and Canada. Among all the options in this line of investment I was impressed by a condominium project that stands out for being unique to the region and the second in the country identified as:  Puerto Viejo Skies Condominiums, which has been specifically designed for the "Community of Adults in Plenitude".

Wanting to dig a little further I found out that the person responsible for this project for retirement is the architect and entrepreneur Héctor Pastor Cruz González, a native of Mazatlan who, besides knowing intimately the history of the development of the city, has actively participated in it, significantly contributing in raising the quality of life of various zones of the port. My curiosity to know his project aimed at adults in plenitude fast became a genuine interest in chatting with him with the purpose of learning more about the present growth and resurgence of Mazatlan.

Kind and enthusiastic,  the architect agreed to celebrate an interview, which, with his authorization and the purpose of collaborating in spreading transcending information promoting confidence and credibility among new travelers and investors thinking in Mazatlan as one of the destinations for their vacations and/or retirement.

P: Who is Héctor Pastor Cruz González and what does he believe in?

Impulsa InmueblesR: At my 58 years of age, married and with three children, a beautiful grandson and awaiting another one, I consider myself a young architect, eager to keep living and learning. I love to travel and watch what is being done in other latitudes, especially regarding how people live,  with the purpose of implementing in my community, my city and my country all that is convenient and viable, always with the goal of improving the quality of our life. I think we can and should search and work to achieve a better level of quality of life.

P: Before beginning to get acquainted with your new condominium project, can you describe what is presently happening in Mazatlan?

R: That is a very interesting question, and from the perspective of someone who has participated in the reordering of the city, I can tell you the following: After its birth as an international touristic destination in 1950 – when Hollywood’s artists discovered Mazatlan and started to come down to fish – the destination grew greeting the “winter birds”, Minnesota tourists arriving by plane and a community of foreign residents began to take shape. Soon after, our shrimp industry declined, dragging the weight of scant economic resources and impeding the consolidation of the lodging supply that catered to those who visited us. This, in addition to the emergence of other places such as Puerto Vallarta, Cancún and Los Cabos, generated a decrease of the touristic flow and the stagnation of Mazatlan, converting it into a conservative place and one offering little cooperation, up until the arrival of SIDEK Group who discovered the port’s potential to become among other things, the place with one of the largest and most complete marinas in the north of our continent. 

Impulsa Inmuebles After the financial problems that prevented SIDEK Group from moving forward, thank God another investor appears who retook the project and began to develop Marina Mazatlan, eliminating thus a plug that was producing an urban stagnation that stood in the way of greater touristic investments. Then with new and large lots of land available, the economy is reactivated and investments continue to flow into attractive projects and tourism developments geared towards the international market, projecting Mazatlan as a top level destination.

Mazatlan begins to show a new face, thus generating an attitude change towards our city on the part of potential local and foreign investors, those of us who are convinced that the region’s economic future lies in our optimal development as a touristic destination. We Mazatlecos are convinced that what will really transform Mazatlan is a quality tourism industry.

I personally feel that, counter to Los Cabos, Cancun and Puerto Vallarta, due to the wealth of our history and our varied cultural resources celebrated throughout the year, we own a unique offer in Mexico. In addition to that, we are specializing in being a destination for the 40 to 60 year-old tourist, to whom it is very important to feel safe and trusting that he can be cared for, if need be, with the same or better quality as in their places of origin and for less money. As in no other tourist destination in Mexico, Mazatlan now has excellent medical and surgical facilities and services. 

On the other hand, fishing continues to be one of our main attractions, though now golfing is also getting a boost, which also attracts the attention of that portion of the travel market we are focusing most of our development on. I will conclude that we are in a firm and clear path to establishing a solid base on which we will build a family tourist industry that will assure us a productive future and a great blessing for the present and future generations.

P: Does Mazatlan have the infrastructure to cover a daily growing demand?

R: To accurately respond to that, firstly it is important to understand that Mazatlan―as any other city in the world―, is divided in zones or regions. Some of these regions are working to cover the shortcomings in services still lacking; while in the touristic-hotel zone, Marina Mazatlan and north of the city, an adequate infrastructure is in place and in accordance with what the present development demands.

Impulsa Inmuebles There are zones projecting into the future where the full infrastructure has not yet been completed, it is there where us urban-planners, while designing and proposing new developments, analyze what are or will be the infrastructure services that will be needed in order to, instead of waiting for them to be granted, assume the task of creating and providing them. Cities like ours with approximately 750,000 inhabitants, can hardly provide the necessary services at the rhythm of the demand, it is then that we must purposely participate and invest in providing them. This is something I learned from Ernesto Copel, who taught us that when something does not exist, the investor must provide for the integral urban infrastructure.

We must also take into consideration that there are zones in which, due to their great demand or saturation, it is no longer convenient to allow the lodging offer to continue growing, while there are others with plenty of space available to be developed with no infrastructure problems. One of the aspects of infrastructure that involves the whole city and in which the private sector is working hand in hand with the community and the authorities, is the improvement of our traffic system and local transportation, this, with the goal of making the flow of traffic something that besides enabling communication will make us stand out. There is much more to share in that regard, for instance, the work on road infrastructure connecting our port with big states and the main neighboring cities. In a future talk I would love to go deeper into this subject, analyzing also each of the zones of our city.

P: Is Mazatlan a family destination?

Impulsa InmueblesR: It is so, Mazatlan is developing its lodging base thinking of families, though the family touch is mainly observed in the present real estate development. Mazatlan is now a real estate destination and 80% of investments are channeled towards the acquisition of condominiums, be it time-share or full time, they are an indicator that those who are buying places with two or more bedrooms are thinking of enjoying them with their family. A determinant factor on one side is that projects are being built thinking of families; and on the other side the fact that investors are buying them, reflects the high level of security our city enjoys. We could also talk for hours about the countless anecdotes of foreigners visiting and living here, giving testimony of Mazatlan and its people being a guarantee of warmth, confidence and security for them and their families.
